Transaction was declined. [OR-FGEMF-20]

So all of sudden customers on my app started to receive this error when they try to purchase in the app (in-app billing).

First I thought it was customer’s bank account/card issue as this was the exact reason showing up on the Google Play Order Management page on Google Play Console account.

After sometime it started to happen with all customers so I needed to investigate further. Upon checking Google Play Console I found that there was notification to fix the Google Developer account.

You’re currently unable to receive payouts because there’s a hold on your payments account.

Your profile is under review.

Your service is still active but some transactions may be limited. Please respond to any request for information.

I completed the steps required and Google are still resolving this issue.

If you Google search for Transaction was declined. [OR-FGEMF-20] then you may come across plenty of posts telling millions of different things which are wrong.

In my personal experience, and as confirmed by Google support over phone, the issue is with your Google Developer Account which is refusing to accept any payments from the customers.

However be warned that this issue can happen due to various other reasons as well.

This is a big fuckup from Google as you will continue to lose revenue while they investigate this issue.

    • I don’t think this issue is related to US W-8BEN-E tax form. There may be some other issues in your Google play developer account. It is sick that Google blocks in-app purchase due to any issue with developer account, it doesn’t make any sense.

  1. My app customers started to see this error few days back. I didn’t get any email from Google regarding any issue with account.

    • Yes, I also didn’t get any email regarding any account related issues. I never get these emails from Google.

  2. I’m trying to use my card to buy coins on a gaming app and I’m getting “Transaction was declined. [OR-FGEMF-20]”. It was all working fine but from today I’m facing this issue. I’m freaking out. Please what is the solution?

      • Transaction was declined. [OR-FGEMF-20] is a very common error. It doesn’t say what is broken. Google Play could be broken. Payment method could be broken. Your Google Developer account may be broken. No one knows what is the reason for this error. Go figure out!

  3. It is very simple to find out where the problem lies. Follow these steps.

    Use the same payment method and purchase credit/coins on any other app.

    If payment goes through then the app, where you are seeing this error, is broken.

    If it shows the same error then Google is broken.

    You can refine it further.

    Use a different payment method method and purchase. If purchase goes through then the payment method is broken.

    • It is still in process, Google are so fucking slow in resolving the issue. It has been over 3 days and they couldn’t manage to fix it. I’m losing so much of revenue. Customers are getting frustrated.
